Black market nukes to anyone. Just the detonator in a backpack can radiate a city. Are they a threat?

You know, I guess I should watch the film, but barring that, since I am tired, I heard that a nuke is not self sustaining, in other words, someone has to keep it in updated condition for it to have power to perform as it was created to perform, in other words, maintained. I mean look at it, most people don't have a portable nuke and most people don't have a pit crew to maintain one. So what is the scare here, if this is government fear tactics or microwave oven owners threatening to kill us all within a 30 mile radius from eating nuked food or breathing nuked air, what are we gonna do/ fight them?

I hope that's true but.... who else would buy them?
