IF it was a tactical nuke, I doubt the person taking the pic would be so close to the damage due to radiation. Low yield nuclear tactic weapons are very dirty in the sense of fall out afterwards. Larger the bomb, the more efficient they are with less comparable fall out. The primary goal of low yield tactical nuc are to create large amounts of fatal radiation to stop ground troops, they aren't designated for general bombing. Look up America's discontinues Daniel Crocket low yield tactical nuc, they are antipersonal device.

Further more, if it was a nuclear device the building wouldn't be standing and other counties (United States?) would be reporting this as numerous counties have satellites that do nothing but watch for nuclear type explosions including seismic ground recording activity has a rather unique signature for nuclear detonations.

Sure, it may have been bombed but nothing in the pic indicates a nuclear explosion.
