Good catch. I noticed this language being put into play today as well. I think it was a female on Fox News who used it earlier in the day. It appear to be carefully crafted language, cementing a negative connotation to the word self-starter, so that if a innovative and creative self-starter comes along and is described as such he will automatically be reviled, because of the association that they are trying to develop with terrorism.

Gretchen Carlson was also calling for thought crime divisions on the 22nd.

It looks like the term goes back to at least 2006-07.
