In fact, the issue isn't one of courage at all. This is what most people don't get. The issue is a lack of knowledge. Most people don't understand the value of liberty or morality. So why would they fight for it? Why would they protect themselves?

Calling people cowards helps nothing and misdiagnoses the problem.

For the most part, many people are perfectly content to surrender freedom, or a degree of it, if it results in positive change in their life. E.g. many people in Britain are happy to give up a third of their paycheck in tax, because they get services in return. Ask a Brit about liberty and they'll look at you funny - what value is the liberty to keep everything you make when you could surrender a bunch of it and not have to worry about providing yourself with this and that?

The simple fact is, to reiterate: most people are happy to surrender some of their freedom. If you don't like that, calling them cowards is a complete waste of time. Educate them in the value of liberty. If you can't, don't bitch at them.

As for holding government accountable - they have guns. Why put yourself in danger? For your own benefit? You'll likely get shot. For a better society? A society of who - other people who don't want liberty?

The sooner people realize that civilization is a matter of self-education and education of others - of conversation - the sooner we can get back on track. Rhetoric like this helps nothing.

You want to call people cowards? Why don't you grab your gun and perform a citizens arrest on an elected official. Good luck to you.
