There has been lots of "Chatter" on the interwebs about the military moving some things back underground, that had been moved to other sites in the 90's/00's.

In Indianapolis, there is extensive work going on at a long-closed mall, that also happens to have the largest hardened nuclear shelter in the state built underneath it.

Indiana "Homeland Security" took it over a few years ago, and completely renovated it, to use as an "Emergency Command Center".

In the article they cite "efficiencies" for the reason for leaving Cheyenne in the first place. That sounds dubious to me. Moving equipment/personal etc from a location like that costs ALOT of money to start with (and so is moving back). Might be that they had some major renovations/blasting to do and it was not safe or operationally contiguous to do so, so they moved to a temporary offsite location until the work was done...
