Well I believe the first thing that cops do to assist many homeless individuals is to first get a birth certificate or something to that effect. Know this may be hard to non-exsistant depending upon your situation. To obtain alternate credentials will require you to obtain alternate documentation.

Do some research on the internet as is a valuable research tool. Do research on the following items:

What is required to obtain a lost SSN card? What documents are required? The documents that are needed here will also require documents that will be needed.

Depending upon your location or where you plan to go stay will need to be researched as it may be easier to get some things in rotation compared to others so do plenty of research.

Considering what this may involve, I suggest keeping a low profile, don't leave tracks nor trails by documents, thrown away letters, etc. Be smart and keep your eyes open. Think thinks through before acting spontaneously.
