This is what happens when you remove forced institutionalization from mental health systems. Yes in the 1900s-1950s it went too far in many cases (eg. Down Syndrome or other mild retardation), but we continue to pollute our gene pool with this. The ramifications in 50 years coupled with entitlement society produced the people of walmart and this lovely specimen of humanity.
