Having enough money to continue a campaign and having enough money to win are two different things. Sometimes, NO amount of money will be enough to win. Candidates have stayed in races they knew they couldn't win, in order to take votes away from other candidates, forcing THEM to drop out. It's a complicated game and the motivations aren't always clear-cut.

It's reasonable to assume that when asked, Bush knew he was going to drop out - money may or may not have anything to do with the decision though.
