Technically, unless a nation asks for us to impose a no-fly zone we can't because a nation's borders extend vertically up into space. Private property rights can be cut off or limited to a few hundred feet above your property, that's how airports get away with landing jets over residential areas. But national borders can't be over ridden by another nation without their consent. |
