The specific mock detonation location is the West side of Lincoln Tunnel in NY, simulating a 10KT improvised nuclear detonation which causes a EMP in a 20km radius around the blast zone in the aftermath. I provided links to 2 official sources (1 of which provides specific details including maps and images) so why people are questioning this as being real is beyond me.

The premise of this simulated crisis will be the detonation of a 10,000-ton nuclear device in the air over New Jersey. The electromagnetic pulse (EMP) caused by the detonation of this device will cause the disabling of most telephone, internet, and other electronic devices in a 20 kilometer radius around the detonation site.

Operation Gotham Shield is a joint exercise with the Amateur Radio Emergency Service (ARES), Military Auxiliary Radio Service (MARS), Department of Defense (DoD), Federal Emergency Management Agency (FEMA) and the Red Cross in NY & NJ.

Strike zone 5 looks about the west side of the Lincoln Tunnel (where this exercise is supposed to happen) and strike zone 4 looks like the Financial district or thereabouts. Compare it on a map. I just did.
