Havent seen that movie yet but just saw couple clips on youtube, yeap he reminded me also a mad scientist named medusa in a chinese/japanese anime.

Alita telling her parents on earth "you are not my real parents" reminded identical intel with superman and how we all relate to that having more family than we know.
