Schiff refused to subpoena anyone in the White House because he didn't want to go to court over his refusal to allow White House Counsel to attend any depositions from White House staff to advise those attending Schiff secret hearings.

The DOJ agreed that what Schiff was doing was potentially illegal.

Schiff used their refusal to his requests to appear in letter he had written to claim that he had legally subpoenaed them, the letters were nonbinding and had no legal weight according to the DOJ.

It's not a matter of appearing to resist as if there was anything to hide, but to NOT give the appearance of bias when testimony in favor to the presidency.

If everything is legal in the form of a subpoena then the witness is off the hook with any appearance of harboring a side. Don't want to appear too anxious and hopeful to testify just as you don't want to appear too anxious and hopeful to NOT testify.
