I'm not sure what you're trying to say here. If such attacks are easy to pull off, I suppose US should try to guard their infrastructure better. Still if an attack happens and the evidence left behind leads to hacker groups controlled by the Russian government, Biden's point is basically just "stop the attacks or we'll retaliate".

I mean as far as I know even nongovernmental organization have been able to parse together if Russians have been involved, since they aren't often exactly subtle about it. So obviously the US government has the resources for making that determination.
