Trespassing is not legal, the problem isn't that, people are giving fake leases on empty rentals, so the cops say they have to go to court and it's a civil matter.

Laws for commercial properties are very different than for private properties. Trespassing and invasion is quick to be acted upon by LE in commercial properties. Commercial properties are the tax base for the town or city and must be protected quickly.
