Saakashvili’s performance during August 11 visit to Gori is also interesting. During the interview, Saakashvili abruptly looked up to the sky, panicked and sprinted from his guards. The guards finally managed to catch up with scared president, knock him down to the ground and then push him to the armored car. crazy

The emotional exhaustion of extreme extent and emotional instability are the reasons of such behavior, according to Safuanov. Any person may make uncontrolled movements in time of severe stress, but for the president, of course, Safuanov said.

Please, why do people love to ridicule others under severe stress?

Please remember, it's not inconceivable that it might be slightly distressing for the penny to drop that you have been a pawn for the US.

I do think the gif of him eating his tie is funny, but overall, he's not so much nuts as going through a perfectly normal period of readjustment after a major shafting :)

Back in the USSR: You Have to be Crazy to Believe in the Truth

For anyone who's missed the days of the Cold War, the good news is that aside from a brief respite during the Yeltsin era, they're back with a vengeance. Russian weapons are headed around the world again, Russian armies are threatening former Soviet Republics and dissidents are finding out the hard way that the bad days are back.

But it's about more than just tactics, dictatorships don't begin with bullets, they begin with a mindset and it's clear that the mindset is deeply ingrained in the Russian authorities, sometimes in ways that many Western observers are not equipped to recognize.

Domestic Russian propaganda has deployed claims that Saakashvili is mentally ill with Russian psychiatrists quoted as saying that Saakashvili is deranged, schizophrenic and in need of treatment, including in some sources even forcible hospitalization.

While to Western ears such rhetoric seems too much like a childish insult, it means something far more ominous in Slavic regions... especially when you take stock of the source of some of these claims, Prof Farid Safuanov from Serbsky Institute of Social and Forensic Psychiatry.

The Serbsky Institute doesn't mean much to most people, except to careful students of the Cold War. Based on the premise that mental illness is a social rather than biological disorder, the Serbsky Institute was used to imprison and torture numerous political dissidents under the guise that they were "mentally ill."

A special category of Schizophrenia had been developed that was defined not by any hallucinations, but by a social disconnect manifesting itself as dislike for Russia and its government. This category was used to imprison and torture high profile dissidents including Vysotsky, Bukovsky and General Grigorenko, who lobbied on behalf of the Crimean Tatars.

To understand just what this concept of mental illness means I'll just quote the following paragraphs...


Gen. Pyotr Grigorenko was determined as insane in the Serbsky Institute because he "was unshakably convinced of the rightness of his actions" and twisted by "reformist ideas."
The official Soviet psychiatric science also came up with the definition of "sluggishly progressing schizophrenia", a special form of the illness that supposedly affects only the person's social behavior, with no trace on other traits: "most frequently, ideas about a struggle for truth and justice are formed by personalities with a paranoid structure," according to the Serbsky Institute professors.



Which of course naturally defines people who believe in reform, resist reeducation and fight for truth and justice as mentally ill or outright insane. They could then be extensively drugged, electroshocked and otherwise tortured. When General Grigorenko was imprisoned at the Serbsky Institute, he had daily visits asking him not how his "health" was, but how his "views" were.

More than two and a half months later he remains detained in isolation. English PEN is deeply concerned for the wellbeing of Chugunov, believed to be held in violation of his right to freedom of expression, and joins calls for his release.

On July 5, Arap appeared at Dr. Marina Rekish’s office to pick up a medical certificate needed to renew her driver’s license. Russian driver’s license renewals require annual certificates from a doctor and a psychiatrist stating that the applicant is physically and mentally capable of driving.

Last year, Rekish issued Arap the certificate without hesitation, says Elena Vasilyeva, head of the Murmansk branch of Kasparov’s pro-democratic movement called Other Russia. This time, however, Rekish had a question as Arap sat in her office. “She asked, ‘Are you the author of that article?’” Vasilyeva said, relating what Arap told her.

When Arap replied “Yes,” Rekish asked her to wait outside. Moments later police dressed in camouflage arrived and hauled Arap away, holding her arms crossed behind her back as they walked her to an ambulance.

And these days the Serbsky Institute has been put to some very ugly uses indeed, from exempting Russian soldiers involved in massacres by reason of insanity to persecuting Pentecostals and Mormons.

Tartu, November 16 – Moscow’s Serbsky Institute, notorious in Soviet times for its criminal use of psychiatry and drugs against dissidents, is now playing an important role in the Russian government’s efforts to combat the spread of religious sects.

The main address to the meeting, which was hosted by the local health department and the St. John Society of Orthodox Doctors, was given by the Serbsky Institute’s Professor Fedor Kondratyev. His comments, summed up by the paper, deserve attention because of the light they shed on how Moscow may approach what it clearly sees as the sectarian challenge.

Kondratyev said that the influx of sectarian activists into Russia from abroad increased dramatically in the 1990s, but he argued that the purposes of this influx had not changed: „This is one of the most effective measures of the struggle of the West against the powerful Russian state."

Stenyaev said that in Tula oblast the sectarian threat now includes hundreds if not thousands of people in four communities of Jehovah’s Witnesses, 12 communities of Pentecostals, and a variety of smaller religious groups, ranging from Mormons to the Roma to representatives of Oriental religions. Perhaps significantly, he did not mention the Wahhabis or any other Muslim groups.

Fedor Viktorovich Kondratiev, was not so long ago accused of persecuting political prisoners. The professor, however, denied these charges: "I can firmly maintain that the opinions spread in those year that psychiatric terror existed in our country and that there was a punitive psychiatry are the fabrication of those people who now are defending the totalitarian sects. This is slander which was used for antisoviet purposes and now is used for anti-Russian goals."



Back in the USSR. And it feels so good, doesn't it?

The Serbsky Institute which once tortured people for Anti-soviet activity will now torture them for Anti-Russian activity. There will be a cell available for the Mormon right next to the cell for Saakashvili and all the other enemies of the Motherland. There are after all no shortage of mentally ill people out there who still believe in truth and freedom. Because in Russia you have to be crazy to oppose the government and believe in the truth.

To Westerner observers the call for psychiatric intervention may seem silly, but to those who know Russian history and understand the Russian present, it is an ominous call every bit as important both symbolically and literally as the Russian tanks rolling across the Georgian border and the Russian troops occupying Georgian towns and cities.

All the more so because it was a reality long before then. Germany's fall into darkness didn't begin when it invaded Poland or Czechoslovakia. It began with the imprisonment and execution of Hitler's opposition. The Serbsky Institute is one of the more ominous symbols of the USSR, a symbol of political repression that is very much alive today.

Moscow police have arrested the leader of a citizen’s movement working to save a local historic park, and have placed the activist into psychiatric imprisonment (Rus). Nikolai Kozlov, the leader of the “Tsaritsyno for everyone” social movement, was apprehended on the morning of August 1st, according to the press-agency of the Moscow branch of the Yabloko political party.

Kozlov was attempting to block workers from felling a large group of trees from the Tsaritsyno national-historic park, located in the South-eastern part of Moscow. The activist has made it his mission to preserve the park, which was once part of territory owned by Catherine the Great.

Militsiya officers, who arrived at the scene to assist the workers, forcibly apprehended Kozlov, and took him to Moscow’s mental hospital number 14.

Yabloko’s leader, Moscow City Duma representative Sergei Mitrokhin, demanded that the activist be immediately released. “In actual fact, we are seeing the revival of psychiatric repressions in the country against people, whose life philosophy is unacceptable to the authorities,” Mitrokhin said.

According to the representative, “a genuine ecological crime it taking place today at Tsaritsyno.” “Thousands of the park’s healthy and mighty trees are being prepared for clear cutting. People like Nikolai Kozlov are not simply defending green spaces, but the lungs of Muscovites, including residents of the particularly polluted south of Moscow.”

On July 31st, the inter-district environmental prosecutor’s office filed a presentation addressed to Leonid Bochin, the chief of Moscow’s department of environmental management and protection of the environment. The report detailed violations and breaches of established environmental regulations taking place during construction work at Tsaritsyno park.

Russia: Journalist Vladimir Chugunov Held in Psychiatric Detention

Vladimir Chugunov, editor of the independent weekly Chugunka and recipient of the 2002 Sakharov Prize for freedom of expression, has been held in psychiatric detention since 21 January 2007. More than two and a half months later he remains detained in isolation. English PEN is deeply concerned for the wellbeing of Chugunov, believed to be held in violation of his right to freedom of expression, and joins calls for his release.


Chugunov was summoned to police headquarters in Solnechnogorsk, outside of Moscow, allegedly as a witness to a robbery. However, he was subsequently jailed and policemen confiscated back issues of Chugunka from his home. The robbery charge was eventually changed to 'causing deliberate health damage,' a criminal indictment that carries up to 8 years in prison. Chugunov was then reportedly moved to a mental hospital. Authorities told Chugunov's sister, Anna Zuyeva, who has been denied visitation rights, that the charge against Chugunov has changed once again, this time being reduced to the 'threat to murder or cause serious health damage', a charge that carries up to 2 years in prison.


On 6 February, doctors from the district mental hospital in the nearby village of Chyornaya Gryaz called Zuyeva to inform her that Chugunov was there. It is reported that he is scheduled to undergo psychiatric evaluation on 23 February. Chugunov has been 'quarantined' and held in isolation, leading to increased concern for his well-being.


Chugunov, a 2002 recipient of the prestigious Sakharov award for his journalism-a prize named after Soviet dissident Andrei Sakharov and given to those who work in defense of human rights and civil liberties-wrote a series of articles critical of local administration. The newspaper Novaya Gazeta reports that in July 2002, attackers beat Chugunov and broke his right hand, saying, "Here you go now, writer, write if you can!". When the municipality-owned printing house GorReklama refused to print Chugunka in January 2005, Chugunov produced the paper at home (Glasnost Defense Foundation).

- expressing alarm at the arrest and incarceration in a psychiatric hospital of journalist Vladimir Chugunov;
- pointing to concerns that he appears to be detained for articles published in his newspaper, which would be a direct attack on his right to freedom of expression;

Russian dissident 'forcibly detained in mental hospital'

A Russian opposition activist has been forcibly detained in a psychiatric clinic near the Arctic city of Murmansk, the chess champion turned dissident Garry Kasparov said yesterday.


The move was revenge by the authorities for an article in which the activist, Larisa Arap, 48, criticised practices in children's mental health wards, Mr Kasparov said.

Ms Arap, a member of Mr Kasparov's United Civil Front, is being medicated against her will, he claimed.

Activists say this is not the first case of politically motivated, enforced admission to hospital in President Vladimir Putin's Russia, and have condemned the move as redolent of the Soviet era. Mr Kasparov said: "It could happen if you attack the interests of the local Gazprom, the local military base, the local medical mafia. Attacking the interests of local bureaucrats is a terrible risk, because they don't stop at anything to get their own back."

Authorities have taken a hard line with opposition groups, and aggressively broke up marches earlier this year in Moscow and St Petersburg by The Other Russia, a coalition that includes Mr Kasparov and the National Bolshevik Party, which was recently banned.

Ms Arap visited a psychiatrist last week to get a mental health certificate needed to renew her driving licence, Mr Kasparov said. The doctor asked if she had written an article that noted the use of electroshock therapy at children's mental health institutions, he said. When Ms Arap confirmed she was the author of the article, she was escorted by police to court, where documents were produced that said she required medical attention.

Yevgeny Nikolayevich, a doctor at the Murmansk region psychiatric hospital, would not confirm whether Ms Arap had been admitted, but said patients were never admitted on the basis of their political beliefs.

"It's the first time I've ever heard that. In this hospital, that's a new horizon for me. In our hospital, we only have psychologically ill people." He added: "And it also happens that dissidents can be psychologically ill."

During Soviet times, enforced hospitalisation was a chilling tool for quelling dissent. Opponents of the regime could find themselves in a straitjacket for the flimsiest of reasons.

Although a 1992 mental health law made involuntary detention more difficult without a court order, some psychiatrists resented their loss of power. In 2004, doctors from Moscow's Serbsky Institute lobbied for these amendments to be overturned.

The first post-Soviet case of a journalist being detained was that of Andrei Novikov, who wrote articles criticising the Russian military's actions in Chechnya, said Oleg Panfilov, director of the Centre for Journalism in Extreme Situations in Moscow. Mr Novikov has been in a mental hospital for a year, and has almost no contact with the outside world. Russia's underfunded psychiatric hospitals are notorious for their atrocious conditions.

In the current political climate a rollback to Soviet practices isn't surprising, Mr Panfilov said. "When there are KGB officers in the government, they restore what there was during the Soviet era: propaganda, censorship and repression."

Actually it's funny you should mention this, thousands of people go missing in America every year. Who knows what happens to these people, maybe they're victims of crime, maybe they get stuffed into 'Deep Underground Military Bases'. I don't know, it's entirely possible that the American government kidnapped them and tortured them to death in the DUMBs and simply didn't record them being detained or arrested. If a person isn't on some sort of record as being in a jail, then that person isn't there and that simplifies things for any jailer.

There have always been ways to get around things, like procedures and due process, there are ways to do so now and there will always be. If a population knows it can and will be imprisoned, then that population will be easier to control. On a side note if the president acts nutty it only justifies the Russian offensive and doing so will make it that much easier to remove the Georgian president by the Russians if the time comes. It also could be a ploy to appease the Russians, to stop them from stomping quite harshly on the Georgians if they explain their president isn't well!
