Why stop 'em? Those kids are going to do a lot of great work, cheap, and gain valuable life experience doing it.
Political and religious restrictions keep them from being used by their paymaster for nefarious purposes, and only last while they're in service, just like the military.
What's the big deal?

On the other hand if it starts raining hard half way through that 10 mile run well then it won't be much fun. Also don't wear a heavy sweatshirt during calestenics. If it rains, it gets awfully heavy during pushups. But seriously, I think your really going to enjoy 3 wonderfull months at Camp FEMA.
