Problem is, after about 20 minutes, there's enough blood flow constriction from that that many people end up passing out. Some people are far more sensitive. I don't know that anyone does statistics on it, but I've heard somewhere around 2% of people have some sort of medical problem during any sort of these events (heatstroke is popular, falling injuries, etc.), and on warm days, it can be as high as 5%.
