Apparently they send it to random households each month of every year in preparation for the 2010 census instead of random houses getting a long form census and most getting the short form. ( [link to 2010.census.gov] I think it is VERY intrusive, asking me questions about my electricity bill and such. I am still struggling with what to do. So far, research has turned up that they can fine you for not completing a census form, something like $100-$500 dollars. However, it doesn't look like it has actually been enforced in more than a few cases. Again, I'm still trying to decide what to do. Meanwhile, I continue to get phone calls from the Census Bureau and some 520 area code asking me about completing the form. As my husband puts it, we are certainly not giving out that info to someone who calls us on the phone. Thank goodness for Caller ID while we figure this one out. I wonder if the ACLU has thought about taking on something like this? Any other thoughts on how to handle this? |

I looked up Title 13 and it says for failing to ANSWER THE QUESTIONS ASKED, you can be fined $100 and no more. No one minds giving no. of people in house, age and sex - that's how they choose the number of our reps and any schools necessary in a given area. I haven't ans'd a census in 20 years and don't plan to ans this one. It's an invasion of privacy. That's not entirely true... fined "maybe" (and by their own admission they claim they don't really enforce it) but not jailed... research shows that the last people actually prosecuted for this were in 1973. I don't mind abiding by the constitution (which asks for a headcount only), so in 2000 I simply filled out the first question, asking how many people lived in my home, and I mailed it back. During the 2000 census only 67% of the people responded and no one was prosecuted for not responding. BUT they may come to your door, leave you notes and call you numerous times before they finally give up! I'll respond the same way this time by giving them the number of people in my home and that's it! They can collect the $100 fine from me "if" they decide to do that but at least I'll have the comfort of knowing that my personal information is not on their computer systems waiting to be stolen and/or abused by someone! BTW I received the 2010 census today 3/19/2010... it's asking how many are living in my household as of 4/1/2010... since that's not here yet can I just put "0" and mail it tomorrow 3/20/2010??? |

It does indeed say that they can fine you up to 5000.00. I tossed it in the trash. They called, I said I had never received it. They sent another. Again, file 13. They called several more times then gave up. Haven't received anything this year. They did send a postcard saying they were going to send it, but have not done so. We shall see. |

It's very intrusive and most of the questions have nothing to do with counting heads. We are assured, by the same government that can't keep defense secrets, that our information will not be released to anyone. However, the Census Bureau hires seasonal, bottom of the barrel employees. What's to stop them from stealing the information and selling it to ID thieves? The Post Office also hires bottom of the barrel employees. What's to stop them from stealing a sack full of ACS forms and selling the information to ID thieves. The U.S. government is quickly becoming the government of the old U.S.S.R. |

Only a very naive person would fill out the American Community Survey or the ACS with all the risk associated with the need to protect personal security. History shows, between 1942 and 1947, the data that was collected by the census bureau was handed over to the FBI and other organizations, at the request of President Roosevelt, and that’s how the Japanese were rounded up and put into the internment camps. You need to contact your Congress representatives and senators and demand that they pass this bill immediately.
