I would ask him if everything is ok. Maybe he needs your assistance or maybe he is worried about you. Always go straight to the source and ask them. Best to get to know them now before the world falls apart even more.

Do you not take care of your house? Do car maintenance in your driveway, leave trash in front of your house, have loud old annoying cars, etc etc? Are you bringing down the value of your neighbors properties? If so, that is why your neighbor stares at you in disgust.

Send him a doz. long stem roses and blow kisses at him....that should do it...or maybe not...

Maybe he's one of those people that cannot accept anything different than his "comfort zone" (you know, nascar, beer, JESUS, harassing/spying on neighbors).
