It doesn't matter if there was a ban on travel to that country or not. If Obama used an Indonesian passport, he was traveling as an Indonesian citizen.
Similarly, if he applied for school and scholarships as a foreign national, as he apparently did at Occidental college, he was acting as a foreign national.
If, after his Indonesian step-parent got him Indonesian citizenship, Obama acted as an Indonesian citizen as an adult and never renounced his Indonesian citizenship and repatriated himself as a U.S. citizen, he is no longer a U.S. citizen.
