The Persian empire was the most tolerant system of that age. They had a fair code of laws and religious tolerance. Most of the vassal states were given self rule just as long as they swore alleigence to the empire. Hollywood makes them out to be the Nazis of the Classical Era. Of course they are political motives behind this.
