They deal with the military implications of nukes in space, and were/are keeping tabs on such joint ventures as the ISS. They are also there 'just in case' we do meet with an ET species. If we have met with and ET species then it is really all over for us. Any advanced society that does anything, be it well intended or not, with a less advanced society has always - ALWAYS ended badly for the less advanced society. We know and understand this from our own personal history. There is no doubt similar histories to be found with other potential civilizations would would also reach the same conclusion we already have reached, that it is important to not interfere with a less advanced civilization. In the case of 'ET' coming to us, we would be the less advanced species. If there is one visiting us, then it will not end well for us.
