BOB not needed. Civilization was still there, money, cash, wallets, ATM's, banks, food, grocers, gasoline, autos, roads, motels - all functioning and operational.
Prep not needed, BOB not needed, bug out locale not needed.
Any situation where you had to leave for a short while would not be bad, thus not needed; or be so bad that having one would not matter.
