Only one line was affected. It seems unlikely this was terrorism unless the line was affected further away from the switching station. They have no indications that this is a result of terrorism but that is simply because they don't know what is wrong with the line that went out. There is a hub in central arizona that is a 'switch yard' has a line that had the "first problem" which is what powered all the areas out. They don't know if there was any sort of cascading failure yet. Just that this particular line is where the problem started.
