Who and why would japan need a spy satellite?

They are using it to admittedly watch them selves. This satellite has been in the works sense 2007.


More then that this satellite contains a advanced microwave scanning radiometer (AMSR). Real time rain fall measuring is also in the specs. deployed for real time mapping of ocean currents among other things. Also has infrared and lidar systems on board.

BTW (GCOM) stands for global change observation mission.
