to me it is a sure sign of moral decline and intellectual puerility.
In my culture, we are raised since small children never to swear or use immoral language.
we are taught that the only people that swear are evil and criminals. Criminals use anger and swearing to intimidate people. Also such bully evil people are teh only ones who go around wearing skin tattoos which they get in jail and they use to scare and intimidare others.

But i have observed with much disgust at the way american, and hence other western english speaking countries, have descended to such a low moral level where they cannot make the simplest form of conversation without swearing and using foul and immoral words.
This is evident from school children and all the way across society even up to their presidents. ( i remember with disgust Nixon's tapes full of teh foulest language)

the worse expression, coined in america and now found its way in other copycat english nations ) is the obscenity of "motherf...er).
ALL mothers should be held in utmost respect and venerated as the givers of life and nurturing, they should NEVER be denigrated with such obscenities.
America has reached the lowest depth of moral bankruptcy.
