I'll guarantee you that the military officer who gives those orders will be shot on the spot if that's the way they come down.
Knowing how things work, the CO will inform the troops that there are "Bad Guys" in this house or that house and their job is to take them out. They'll throw around the term "Al Qaeda" or "Revolutionary Insurgents" to try to convince the soldiers to exterminate us, but it's not going to go over too well when the boots learn that all the enemies are Pro-Constitutional Americans.
