The Christmas Parade in Hollywood is a good reference. At the end of the night the place has tons of trash lying everywhere. People are lazy and just throw their cups/wrappers in the street. If the "bombs" were in trash receptacles then you'd even have more scattered trash in those particular areas. In fact glasses are sitting undisturbed on open shelves inside.
