When you showed up, they didn't need to rescue you anymore. Seriously, it's probably state workers. They like to find a place to park and hide for a while, so they don't have to work. The park near my farm all the time, because it's off the highway and it's a good place to hang out for a while. |

That could make sense - although the truck definitely said Sheriff Dept. on it, so no cover company. You would have thought they were workers if you didn't see the sheriff part though.
