so imagine this....

you are a petty moonshiner in a town and have been selling a little booze to make a few extra dollars -

well, because you happened to make a call to a known - mega moonshiner to ask a question on brewin,
the BTF (or what other agency that is protecting the mafia's pocket book) calls up your local police dept. & tells them about you and then you get busted.

Because it's illegal to tell the court that they got a tip from illegal sources - the BTF tells them to fabricate that the local dept got the intel by their means - making it legit.
