Harry Reid is certainly the strong man who is keeping the government shut down, that's for sure. This thread wsa about the alleged "default" though and that is a function of the Treasury which does not stop receiving taxes from the IRS, money from bond sales it holds, or funny money loans from the Fed and it is exclusively an executive branch department.
