There is no department of nuclear engineering at UCSB. He is a mechanical engineer who worked in nuclear engineering at another university and for the government.
If he were truly in the know, I seriously doubt he would be speaking about this.

A lot has changed since then. so even if he was dead on accurate in 2011, may not hold true today. From what I have read, the fuel rods have been flooded with thousands of gallons of water per day just to try to keep them somewhat stable. I am not sure what he meant by collapsing the pool into the floor. Wasn't there already complete meltdown, potentially into the ground/water table?
