World View: China Close to Deploying Very Long-Range DF-41 Missile
China is in the final phase of testing the world’s longest range missile, the DF-41, with an operational range of 14,500 km. It can travel over the Pacific Ocean and strike any city in the western US, or travel over the North Pole and strike any city in the eastern US, in each case within about half an hour.

It is believed that each DF-41 is capable of carrying ten independently targetable nuclear weapons. A typical Chinese Second Artillery Corps (SAC) might have 12 missile launchers capable of launching two DF-41s each, so a single SAC has the capability to target the United States with 120-240 nuclear warheads.”

The DF-41 is expected to be deployed by the end of this year.

War planners in Washington and Manila are increasingly concerned that Beijing is planning to reclaim and potentially garrison troops on Scarborough Shoal, a lonely atoll that China seized from the Philippines in 2012.

Countries across the globe have added $25 trillion in sovereign debt since the 2008 financial crisis. Overall debt has risen by $57 trillion during that period, according to a new study by McKinsey & Company.

These are staggering numbers.

The sovereign debt is an incomprehensible amount.

Talk of a “debt bubble” understates matters. This is not a bubble. This is a Hindenburg-like gigantic, helium-filled blimp.

It is not contained to a few regions.

China has quadrupled its sovereign debt since 2007. Because its books — and especially its banks’ balance sheets — are so opaque, it is difficult to assess the solvency of that nation’s banking system. But it seems that China is headed towards some sort of economic dislocation.

At the root of the problem is Chinese government debt, which now exceeds U.S. debt as a percentage of GDP. There is considerable pressure to further expand this debt, in order to maintain the growth China needs to support its ever-growing population. Devaluation of the Yuan is likely in the cards.

Europe’s debt expansion has been well documented. The struggle to deal with the debt issues of Greece, Spain, Portugal and Italy has consumed the continent for almost ten years. France looks set to join that inglorious list.

China’s total debt rose to a record 237 percent of gross domestic product in the first quarter, far above emerging-market counterparts, raising the risk of a financial crisis or a prolonged slowdown in growth, economists warn.

Beijing has turned to massive lending to boost economic growth, bringing total net debt to Rmb163 trillion ($25 trillion) at the end of March, including both domestic and foreign borrowing, according to Financial Times calculations.

Such levels of debt are much higher as a proportion of national income than in other developing economies, although they are comparable to levels in the U.S. and the eurozone.

While the absolute size of China’s debt load is a concern, more worrying is the speed at which it has accumulated — Chinese debt was only 148 percent of GDP at the end of 2007.

Following the Bolshevik Revolution in 1917, the Soviet government offered large financial incentives to gain advanced Western know-how and equipment. During Stalin's First Five-Year Plan (1928-33), for example, American firms built, or helped to build, the steelworks art Magnitogorsk in the Ural Mountains, the largest steel complex in the world and a replica of the United States Steel plant in Gary, Indiana; the Dnieper River Dam in the Ukraine, the keystone in the development of Soviet hydroelectric power; the automobile plant at Gorki, east of Moscow, modeled after Ford Motor Company's River Rouge plant; and several large chemical plants.

The West helped to arm Soviet Russia as well as to industrialize it. In the case of aviation, the German aircraft manufacturer Junkers modernized a prerevolutionary plant at Fili, near Moscow. At an air base at Lipetsk, south of Moscow, German and Russian engineers collaborated, and German and Russian pilots trained together. During this period between the two world wars, the Soviet Union also imported military aircraft from Britain, France, Holland, Italy, and Sweden.3

Western nations also transferred "dual use" technologies, that is, those with military as well as commercial applications. The Soviet Union used fertilizer plants supplied by the West to produce explosives, machine plants to produce gun barrels, and tractor and automobile factories to produce tanks and armored vehicles. In 1933, the American who served as chief engineer of the Soviet All-Union Construction Trust stated that every tractor plant "is, of course, a tank factory and [every] automobile plant a factory which may at any time produce mobile artillery." Another American engineer reported that in all of the Soviet plants that he visited, at least one department was closed; he noted that he would periodically discover "parts, materials, shells, and acids" with no relation to normal production.4 According to recent émigrés, the Soviet Union still maintains separate military sections in major manufacturing plants.5

Western Policy on Technology Transfer

Through most of this period, Western governments tolerated or even promoted extensive transfer of technology to Russia.
