There will be one soon, the entire world will be run by the righteous. Can you imagine?

Yes while on earth none are righteous but when the old earth and heaven pass away no sin will abound and all will be made righteous through Jesus Christ. Paul was quiting scripture, the context of whixh is lost on most Christians since a) they don't bother with context b) they're to busy cherry-picking scripture affirm their own doctrine.
