In a crisis, what you're meant to do is meet in the town square, and immediately start to solve it. Get food to people, and if the authorities are refusing to do this, then they go on the hit list of never being trusted again, and the people start to share.

Use garages and workshops and share the tools and train the kids and youths in making energy devices, solar, wind, and eventually cavitation.

Start aquaponics and seed banks locally and treat your whole town as a Native Village. Look after your own. Check on the elderly and shut ins.

Problem solve the food situation, from what is there, growing foods to feed many. ie aquaponics, 3 acres is 10 000 fish and 1 million pounds of produce if done in optimum conditions, so a few of these at half mast, can feed your entire town.

Hunting, fishing, foraging. Just like historic villages. Do the right thing.
