I sure would not doubt this is what is going on. They can shuffle it sort of moving it until they find a nice place to put an account they can use, not here of course.

The debt they are hollering about just maybe somewhere they put it. Think of all that lost money reported, not all could be missed accounting or they should not be allow to do the accounting.
