Any veterinarian in the house?

I had an emaciated dog show up last night before bed on our porch. I have called animal control and found a rescue that will be coming in a few hours I hope to take dog to vet.

The dogs penis will not retract, was like this when I brought him in. I tried a sugar water mix to help but its not working. I cant find any other treatment to try to help it. It could be a few hours before anyone picks the dog up what can I do to help him?
