Well poor people, as general rule, are NOT reliable producers of jobs.

Governments produce a few service jobs that will help:
roads, rules, military, but don't manufacture anything I can think of, other than roads. They fund stuff, regulate, enforce... but actual industry falls largely to the rich. Ambitious, innovative people can help, but the rich are the main providers

Keep dreaming. The 1%, deliberately try to keep people oppressed and poor, with a low quality of life, as a way for the 1% to assert themselves.

The 1%, deliberately work to create poverty, as poor people are more easily controlled.
