"Today the Matagorda County Emergency Operations Center received a flood model from the Texas State Operations Center that projects severe flooding of every structure in Bay City with up to 10 feet of water in downtown. Western Gulf Rivers Forecast Center and the National Weather Service have confirmed the accuracy of this model,” the announcement said. This flooding will close Highway 35 West and prevent the ability to evacuate after tomorrow, Monday August 28, 2017, approximately at 1:00 p.m. This means there will be absolutely no emergency response, including law enforcement, fire and EMS services, in all areas of the County. Basic services, such as food and water, will not be available. Mandatory Evacuations MUST be completed before this deadline." Judge McDonald stated, “We don’t take this measure lightly … please heed these directions.” |

Up to 250 employees will endure Hurricane Harvey from inside the plant. [link to baycitytribune.com] Engineers also designed the plant to survive the sort of catastrophic flooding that would be unleashed if all of the Highland Lake dams upstream on the Colorado River burst simultaneously, Eller said. Couple of threads already out there about the nuke plant. The long and short of the story is that they ONLY designed the plant to withstand a 100 year event. Same engineering mistake they made with several other nuclear plants around the US. For this plant that means it can withstand a flood level of 12 feet. Beginning of the flood level for this location is about 44', adding on 12 feet takes it to 56' with the HISTORIC high water mark for this river in that location (56.1'). They have been ratcheting UP the expected water level for that stretch of the (Texas) Colorado River for the last few days. As of this morning they now had it cresting at 52.5' on Thursday but just last night they had it projected at 51.6' ... in other words they raised it by .9' just overnight. "IF" the (Texas) Colorado River at this location EXCEEDS it's 100 year flood level (56') then this Nuclear Plant IS IN TROUBLE!! This needs to be watched closely ... but so far the worst of the rain has been to the east of this plant. If this area was getting the rain that Houston has ... well we PROBABLY WOULD be looking at a Fukushima type of event in Texas just like Japan has had to deal with. Very VERY poor Regulatory Supervision by the NRC!! in allowing this plant to be built to only a 100 year flood protection level |
