In all fairness, they just had a Typhoon come through and thrash the place. So it's probably more of an attempt to save face, so we don't see how fucked the place is and a way of mitigating any potential embarrassment about how long their clean up process is.
The last thing they want is the Navy offering to help them clean up.
Because that's what we always do.
