I have a theory on why some predictions happen and others don't

I think that the heavier/more steps something takes the less effect it'll have on the individual perception and the lighter/less amount of steps something of significance takes, the more weight it'll have on the whole..

does that make any sense?

9/11 from my perspective was easily done, little effort was put into it, and so that little levi outwieghed bigger things because of the significance of the situation, the buildings the planes the people, the little time it took too perfect something from reaching a cocky state of being and sophistication
