Less than 50%:

"JOHNSTON, Iowa —
A number of people have been evacuated from a building at the Iowa Law Enforcement Academy in Johnston over carbon monoxide concerns.

Iowa State Patrol officials confirmed to KCCI that numerous people have been overcome by carbon monoxide and are being transferred to local hospitals via ambulance."

My nephew was there, on oxygen and ok right now.

Waiting on more information.

A bad furnace? Other than starting a vehicle inside how else can you get a carbon monoxide buildup?

Sorry about your nephew OP

Just before 7 a.m., people inside the building noticed an odd odor. Shortly after, people started getting nauseous. Ambulances were called at that time.

Carbon Monoxide doesn't have an odor, color or taste.

Sounds iffy.
