if quotas are established and tied to economic indicators such as the employment and unemployment rate for example it is much better policy than currently exists.

this should cover unskilled labour needs specifically.

That's bullshit. Companies are hiring them as cheap labor. I know these people working for $30/hr as Java developers for a 6 month contract assignment.

Once they become citizens, they are here for good, competing for more highly paid management positions.

So if your son or daughter is in college now, there's a better chance that after they graduate, their boss will be named Kumar.
