Like I said in another thread. Trump was going to do good by the people and not sign the bill. Apparently Kushner told trump he will help get Ivanka the presidency in the future. So he sided with his family. They have been offered a level up to bush family status a dynasty. He also trusts Kushner as he is the one the elites chose to give him the offer if he signed the bill.
