Your problem is that you're thinking of force.

F = ma is what Newton said. So one could conclude that with no external force, there's no acceleration. But he was wrong in the case of masses that change. That conclusion would be wrong.

Actually it's

F = dp/dt = ma + v dm/dt

so with no external force, momentum is conserved. And that's why rockets work. Because of the nonzero v dm/dt term.

(1) Look at any modern physics textbook that deals with rocketry. Or just look up "conservation of momentum" and see that it's considered a fundamental principle of physics.
