There is not enough water in most areas to grow crops for food except along river valleys and that’s where everyone will be. Growing seasons are also short but Hatch, NM would be close to heaven, all the green chile you could eat.

My map showing the US after the pole shift puts NM at 8 degrees north latitude; so it will be warming up.

The problem is going to be the sun micro-nova that kicks things off so I think a place above 5000' elevation, which is really no problem in New Mexico, and has extensive cave systems that go deep into the mountains. The elevation will keep you above the 1000' tall tsunami and the rocks above you will protect you from the radiation burst.
