Yep. People are scared and quiet because they're in a bad situation. Unfortunately, being scared and quiet will keep them in that bad situation and allow it to get worse.

As much as I wanted to believe what he had to say, and that it would make a difference, it was pretty clear to me that he had at minimum a drug problem, and was probably mentally ill.
