U.S. citizens are covering the salaries of 150 workers hired to restore the Notre Dame Cathedral in Paris despite French billionaires pledging millions to the cause.

French billionaires promised millions of euros to cover the cost of repairing the 12th century church after a fire caused significant damage to the building’s ceiling and roof. The wealthy French donors have yet to make good on their promise worth nearly $1 billion, according to the Associated Press.

"The big donors haven't paid. Not a cent," Notre Dame press official Andre Finot said. "They want to know what exactly their money is being spent on and if they agree to it before they hand it over, and not just to pay employees' salaries."

The charity Friends of Notre Dame has donated the money being used to pay for the ongoing repairs, church officials said.

"Americans are very generous toward Notre Dame and the monument is very loved in America. Six out of our 11 board members are residents in the U.S.," charity president Michel Picaud said. Picaud estimates that 90% of donations to Friends of Notre Dame come from American citizens.

The French billionaires that promised to donate, such as businessman Francois Pinault, energy executive Patrick Pouyanne, and businessman Bernard Arnault, are witholding their donations because they want to see how the money will be spent.

"It's not as brutal as it sounds, but it's a voluntary donation so the companies are waiting for the government's vision to see what precisely they want to fund. It's our function as the intermediary to know that the money is directed in line with the donor's wishes," Heritage
