Could send Army Combat Engineers and Navy Seabee Construction Battalions to build a border wall. Neither Congress or Courts have Constitutional authority to interfere. Only issue is funding and as these are active military already being paid no need for massive multi-billion dollar costly contracts as only cost is materials.

Could lock her up. Even if he could not reopen email case, everyone knows Hillary is a career criminal and could be prosecuted for a thousand other crimes.
