we also should consider the chemicals that treat the water. if we run into a shortage of these,we too have a problem. so more info on hopw any test6s were done is needed before we can rule out that route. did they treat the water heavily with chems? where did they get the water for the tests? air temp at time?

Army enforcement and mass vaccination centres fit the bill. It's going to be a radical change in attitudes needed, but could be worse.
